The Bullock Report (1975)

With regard to teaching learners with diverse cultural backgrounds, the Bullock Report suggested to educators that there should be child-centredness in education and that they should evaluate:

a) what a learner actually has brought with him/her to school;

b) and then plan and deliver the content of the curriculum on his/her needs and abilities. No child should be expected to cast off the language and culture of the home as he crosses the school threshold, nor to live and act as though school and home represent two totally separate and different cultures which have to be kept firmly apart.
