Public care or looked after children (LAC)

The term ‘looked after children’ (LAC) was introduced by the Children Act of 1989 and is interchangeable with the term ‘public care’. The latter has been chosen as recent guidance and consultations indicate that this is the preferred term of young people. Young people in public care are either ‘accommodated’ or are subject to a ‘care order’.
